Is there any downside to using 7mm drives, in a laptop designed to use the 9.5mm specs? I understand most laptops can take the 7mm spec, even if designed for 9.5mm.

Nope, no downside. The screw mount locations are all in the same place so compatibility is not an issue. If anything they are better because there is more of an air gap between the chassis and the top cover of the drive. While the improvement is probably negligible, there may be better airflow/cooling for the drive.
