While nobody is likely to type this accidently, it's a bit concerning that this can be performed by a regular user without elevated privileges (assuming the article is correct of course -- I haven't personally tried it).
 
Good thing they published the instructions! Another possible thing phone scammers can do on their way out of a system if the victim doesn't pay.
 
Doesn't appear to be that big of a deal. Of course mischief makers will love it. Looks like it just sets the dirty bit flag, when you reboot it runs disk check, then reboot and all is normal.

 
Check Disk fixes it, and this isn't new. I remember playing with such variables on FAT16 back in high school. This is more a problem in the way command.com, and subsequently cmd.exe access the filesystem than the filesystem itself.

Fixing it isn't fun because you have to give up the way this old tech does things, which breaks all sorts of things.
