32 programs not running on vista 64 bit

I have this laptop that came in it will not run any 32 bit programs including the ones it bundled with , i ran sfc found nothing this is the first time i have seen this any ideas how to fix this?.
I have also ran a number of virus/malware scan and looked for rootkits nothing was found.

Maybe try in Safe Mode?

After looking at windows directory the system gave me a permission error and could not show me what had permission for the c:\windows dir so i took ownership of that folder and will see if that is the cause.

Well that fixed it it is now running 32 bit programs and everything is working looks like a BiB attack it left no traces but did leave tmp files that only 1 scanner picked up.
