It's not the same tool as Enabler, the tools for resetting settings that malware has messed with.
Windows Enabler is more general tool which allows you to use functions that have been greyed-out. I came across it because of a bug/feature of Windows 7 which greys out the Copy To function for User Profiles. This is a major pain when trying to move a user with a complex local profile to a domain account as they lose all those settings. This tool simply un-greyed the function and it worked as normal. I imagine it should have numerous uses.
