Windows 8.1 UI stalls

So weird thing the desktop will go idle and then the charms bar, start menu and icons on the taskbar are un responsive

I can click on the Desktop icons and they all work but to get the star tmenu and others back I have to restart the machine

I have adjusted power settings, SFC\chkdsk , Malware\Antivirus Scans .... what else could I try?
 
Just have it boot to cmd and tell them that they don't need a UI, it still is a fully functioning computer :p

I hate to ask, but what hardware tests did you run?
 
Looking in the Event Log?

If you can't figure it out easily then checking with a new profile is the best way to go (obligatory link to Fab's Autobackup here). If you're looking for a quick fix without the luxury of understanding what the problem is then you could either "upgrade" to Windows 10 or slap in Classic Shell and be done with it.

The client usually doesn't care why it's broken, they just want it not to be.

I could not agree more! Already have Fab's great tool, I would upgrade to 10 but they have this odd program for hearing aids that is not supported, Classic Shell was on the system I have removed it since to rule out a compatibility problem.
