I am baffled by a PC that I can not get the sound to work on. I don't know what I am missing and would appreciate your help.

1) Here is what I have tried so far.
2)I have checked Device Manager all is Good. (no missing devices)
3)I installed a known good pair of speakers.
4)Even though Windows shows the On-board Sound Devices working properly I tried adding a PCI Sound card loaded the drivers (again all in Device Manager looks good)

Still no Sound. Any ideas as to what I am missing?

What is the history of this hardware? did it work before at some time?
have you tried booting up via a Linux Live Disk like Mint to see oif you could get sounds there?
Is there a sound card in device manager, not just no missing drivers?
Have you seen what the default audio playback and recording devices are under sound under control panel? ( Assume Sound, as you did not list your OS)
is it muted?

If its realtek, make sure realtek audio codecs are installed. I have seen machines before that have everything OK in device manager, but could not get audio due to this component missing.

Do you have audio directed out the correct port? Audio properties, default device. Make sure it's not trying to go out through hdmi or something.

I have seen lots of them that need the High Definition Audio drivers... usually these are RealTek... What computer is this? Make/Model?

I had one a few months ago that was similar, and it turned out that there was a missing ribbon cable from the headphone out socket to a daughter board. This stopped sound out speakers. Might be worth a check.

Oddly enough, I am having sound issues on my personal laptop (win 7 64-bit) and to get the sound to come out of the speakers, i plugged in a pair of earbuds into headphone jack. I'm curious to see the outcome of your issue if your system behaved the same way.

What brand/model is the soundcard?

May have to go to the manufactures downloads to get current.

Also make sure your using 64bit drivers, most have a 1 download covers all, but some have them seperate. I made that mistake once too.

Hope this helps :P

Please let us know what model of computer it is or if a custom machine, what motherboard is installed.
