Windows 10 no network adapter

Got a weird one just come in.
Its windows 10 1809 and there is no network adapter and network troubleshooter doesnt find a problem. An ethernet driver is installed (was disabled but even after enabling it still no adapter). The ethernet port does light up and ethernet works when using a WinPE environment so it is software related.
HDD SMART shows its ok, SDIO only shows a mouse driver and says the media with the application may be compromised by a virus, from a quick malware scan the computer is fairly clean. I have tried Complete Internet Repair and that doesnt help either.

What would your next steps be? An in-place upgrade? There is one restore point from a week ago which i could use if people think thats worth a go, the only program that will be affected is office 365 but that should be easy to reinstall.
 
Integrated NIC? Any updated drives on OEM site? Try installing a discrete NIC? Even though it works in WinPE, maybe check the BIOS settings & update to latest version? N&P w/1903?
 
Yep, integrated NIC. It a 7 year old Dell desktop that has been refurbed to Windows 10 (i guess someone wanted a quick buck, it has a windows 10 refurb license key). Obviously no drivers on the Dell website because of this and no BIOS updates since 2013.
He's not going to want to pay me to do a N&P so i might give him my price to do a system restore and tell him if that doesnt work he has to pay for a N&P or get a new machine.

Just wondered if anyone could think of anything i might have missed
 
Figured it out, i would like to say a bit more but thats best in the TEO so i'll leave it!
Pretty much every service had been disabled so had to set the computer back to normal startup enabling all the services and hey presto, everything works again.
