Where can I get a compatible rack mount kit for this switch?

You can just make brackets. But by the time you included your labor etc, you could probably buy a couple dozen kits. So yes, just search for SR224 rack mount kit. The ears are the big part. Even if there are no screws you should have some on hand that are threaded properly.
 
I wouldn't expect them to buy a new switch just for rack mounting. That said, if they're really cheap then slap some rubber feet on it and put it on the "shelf" (aka whatever server you place it on top of)

The SR224 is 10/100

They are daisy chained together because neither one of them accommodates the amount of ports in the patch panel. So I told them to spend a few hundred on a new 36 port unmanaged 10/100/1000 switch that will come with a rackmount kit and he declined.

This after spending $1500 to have their new $50,000 office wired.

So yes they are cheap.
 
Or you can get a managed 24-28 port gigabit switch for $250 or less - for example look up SG200-26 or SG220-26 for two Cisco "Smart" gigabit switches for $230-250
 
So Cal is a big place, so I don't know what's close , but I would check with some of the Surplus houses like Apex, C&H, All Electronics, Freelance...etc.
