Weird Laptop & External Monitor issue - mouse slow

Intermittently both monitors fade to black then comes back on.

When I first setup up the external monitor and mirrored the desktop mouse ran fine on Laptop screen but dead slow and very jerky response on the external. It seems to do this on every other boot but runs fine on previous boot. At first I thought dodgy or differently specked HDMI cable and swapped external onto VGA with no improvement.

Dodgy GPU? or just not powerful enough?? it's an older Toshi thats been sitting in the cupboard unused pretty much since bought brand new 2011/12

I suspect even though laptop has rarely been used silent corruption could be a possible cause and it ma not be just a phenomenon that affects HDD's but other parts like the board, graphics too, all things are mortal just like us.

Was running OCTT on it earlier via remote but I didn't get to check the results as she shut it down or crashed - I'll check with her tomorrow.
