watch a folder and copy it to drop box when needed

We are looking for a simple program to watch a scan folder for new files, then copy them to dropbox. Any suggestions. What about onedrive, can that be set to watch just one specific folder? For various reasons, we are unable to move the "scan" folder.

Move the scan folder...

Make a symlink from the old location to the new one.

Or move the data to the scanned folder, and make a symlink from its original location to the new one.
