W10 Pictures vs Photos

I have a client that daily connects his phone to the computer to copy photos. He uses it to create quotes/proposals after visiting job sites. I have configured it to go to "Camera roll" (or any other folder) inside of Pictures but when the import menu opens, it opens Photos. Because of this, you have to then close Photos and open Pictures.

How can I change the default to be Pictures instead of Photos app?
Can I change the import location to the root of Pictures instead of a folder such as Camera Roll?

He wants to work with the Pictures folder instead of the Photos app because it is more comfortable for him.

He has an LG Android phone.
W10 64Bit Dell laptop.

End goal, allow him to import with a few steps as possible and have the photos removed from his phone on completion.

I did. You can change the default apps but somehow the "Photos" app is tied to the AutoPlay option of Import Pictures and video. The next option is to Open Explorer to view files but that requires more clicks to get to the picture folder.

Just occurred to me. He should be able to sync his pictures to a cloud service, One Drive, Drop Box, etc and have that same sync on his desktop. So all pictures would already be on his computer when he gets to the office.
