Stuck in boot repair loop-

I've had a bunch of machines come in recently stuck in the boot repair loop. Some have almost fixed themselves (cloned the HDD to an SSD and all was fine) and others have needed a N&P + FABS to return to service. I'm frustrated that I'm not able to get more of them returned to service without the N&P. I usually use a Windows 10 ISO and use the repair option but this rarely fixes anything. I have some other (sketchy?) MBR manipulating apps like Lazesoft to correct boot issues but results are disappointing. I'm curious what others use or procedures they use on machines stuck in the notorious boot repair loop?
 
Chkdsk c: /F
BootRec /fixmbr (on MBR drives)
BootRec /fixboot
BootRec /rebuildBCD
bcdboot C:\Windows

Reboot & test between each command.

That's pretty much what Lazesoft does I believe from it's own PE environment. Hmm....

@add - But you have to have the OS working to get a command prompt.

A tech I work with just had this happen yesterday with a retail customer. But in this case she's moving from a laptop to an iPad and cloud. So it's just a data recovery at this point.
