Software to rotate and save PDF

I thought you were able to do this with Adobe Reader DC, but I guess not! Can anyone recommend software that will allow the user to rotate the view and save the PDF? My client doesn't need any other functionality, so they are hesitant to pay for an Adobe or NitroPDF license.

You didn't mention which platform they are on. Mac Preview handles this nicely and can even pull pages apart.

Yes, forgot about that! They're using Windows 7/10. I really like the layout of PDFsam and I think the client will too. She had left the office yesterday before I got a chance to trial it with her, but will see how it goes this morning.
