safe mode windows 8.1 command prompt

Is this possible I can only get to command prompt from win8 start up DVD
safe mode windows 8.1 from command prompt

I installed a bad video driver need to get into safe mode

I read a post here a few months ago of a way to do it

When at the login screen, hold shift and hit restart in the bottom right corner.

When I used a start up DVD I was missing the last option Windows startup settings so I could not do it that way.
the shift/F8 has never worked.
I had to do a Nuke for a simple fix and installed win 10 from scratch.

I set to legacy in bios to install then set it back but it would not boot to windows so I had to set it to legacy again does this make sense
