Outlook/iCloud Contact sync not working on one computer only

I have a realtor with a couple of admins, who shares her contacts (which, of course, are constantly being updated) via iCloud in Outlook. Should be simple, right? She updates contacts on her phone, or admins update them on Outlook, and when everything syncs contacts are updated across the board.

Unfortunately, one computer simply refuses to accept the updated contact info. If the admin on that computer puts a new contact into iCloud from Outlook, that info will be updated into iCloud. However, contacts updated on the iPhone or on on other Outlook/iCloud connected computers won't download and sync to this system. If I sign out and back in to iCloud they update that first time, but then subsequent changes are not synced.

The Outlook installation is fresh - I just upgraded that system from Office Pro 2016 to an Office 365 subscription, and did a complete uninstall/reinstall of Office at that time. I've removed iCloud and reinstalled it, and disconnected and reconnected the account. At this point I showed the admin how to log out and in again from iCloud to update the contacts, but that's not a reasonable solution. Anybody else ever see this and have a suggestion for me? Thanks!
 
Congrats, you've discovered the reason why I tell all my execs to abandon Apple.

Because this crap is continuous, random, and unsolvable...

I'd say just use O365 for the contacts and move them around that way... but that is full of mines too, but at least that works most of the time.
 
a couple of years ago I had to travel a fair distance and spent nearly 3 hours trying to fix iCloud Outlook sync for which I never got paid a penny. She was a good regular client never heard from her since, in these dwindling days of home support.

Thanks Mark, will try a new profile next time I'm there. The (in home) office is running a typical kluged together situation that I took over from someone else about a year ago. They have Gsuite for email and all files are shared via Google Drive, which presents its own syncing issues. The realtor uses an iPhone and keeps all her contacts in their native app and iCloud, and of course they are picking up multiple gmail accounts and syncing iCloud contacts in Outlook. No easy, simple, just use one system here, lol. And my task is to "just fix it".
