Just in case anyone finds this issue:
the March Office update has some problem that prevents the Outlook search from working (from my experience, it only affects the searches inside archives). Rebuilding the index will not work. The workaround is to revert to version 16.0.7571.2109.

The user I assisted had installed the version 16.0.7830.1013. Reverting to the version 16.0.7571.2109 by following the instructions in the link above fixed the problem.
It gave me an error after it finished running the "officec2rclient.exe /update user updatetoversion=16.0.7571.2109" command saying that it didn't complete (or something similar) and that a repair was needed, but after a reboot everything worked fine, the reversion was completed and the search started working again.
