Looking to do file sharing installed on own server (dropbox)

I just recently saw a demo of efolder where you create a share on your server and through the client it can be accessed anywhere. New client has a Server in their admin building yet no server in their school building. They had a fiber link between the buildings but due to the nature of the students (it used to be called Reform school back in the day) they had to break the link (junior hackers).

So efolder was awesome but about $600 a month and a little pricey for the group. I was looking at ownloud but my main goal is to load the data on our own server and it needs to be hippa compliant.

What solutions are there?

Honestly though..by the time you pay for "your time" (or someone elses) to set it all up, and then the recurring monthly...you could have run several replacement fiber runs. Or just replace 1 fiber run and be ahead of the game. Or setup a point to point wireless.
 
If money is really tight I'd do ownCloud since it's self hosting. You just need to make sure to lock everything down really well. I've been using ownCloud on my MacMini server for years and it been very reliable. And beyond the storage functions there are a bunch of other options you can install.
