Looking for video program with animated text special effects

Have a customer looking for video software that can do animated text and special effects with pictures for video display advertising in front office any idea what software could do this?.
It is to create it not display it avi,mpg,mp4 any of those formats.

I think you are looking for Adobe After Effects! Fun program to do special effects. There are tons of tutorials for it as well so if they need help learning it they can just look for tutorials. Part of the creative cloud $20 a month.
