Looking for a virtual server host for SMBs

So we've actually done very little "cloud servers" for clients. We've been holding onto "old school" and do on-prem servers. A few small clients have basic needs and Office 365 works for them, but I have a potential client here that I got a referral to, they do not like their current cloud provider, they have no-prem server anymore. The client run basic MS Office apps, has typical storage of a common share, and each users My Docs, they run a custom Access database, and Quickbooks.

Here is a picture of their current "dashboard" when a user logs into their current cloud server. It's much like Published Apps...this one seems to have Citrix behind it.

I'm looking for recommendations for a cloud provider that does this sort of setup...custom hosted servers for SMBs..and they do the support and customization. Ideally one that has a partner/referral program, if not channel only. I don't want to try spinning up Azure instances and trying to invent something that looks like this..and then spend a year adjusting to the variable costs of Azure and having to turn around and change prices for clients. I'd like a virtual server host partner that has a fixed price for XXX amount of stuff.

The last I heard Azure RemoteApp was dropped and Microsoft was partnering with Citrix to bring this to Azure. I'm pretty sure any company that advertises Citrix will do the dashboard, but most will also be IT companies and not just cloud providers. I think Epic works with Citrix, and they have a decent sized datacenter so I'm sure they've worked with other IT companies before, as long as your customers don't mind their data crossing the border. And I think Epic is owned by Bell now.
