I dont know how complex or easy you want this to be. Depending on amount of PCs, I would recommend (in addition to the responses) that you disable the DHCP server and set all PCs statically.
Set all IP and Subnet masks manually to something unique
example
10.22.22.0
255.255.0.0 Class A IP on a Class B/Class C Network ID.
This would be a GREAT deterrent for the average I know nothing about networking guy. He might set there for hours or days before he crosses the first hurdle. Heck guys that know quite a bit about PCs struggle with that.
