issues with permissions of folders

when trying to delete/edit a file/folder/shortcut my computer tells me i dont have permissions to do so and that i need permission from "PCNAME/username" oddly enough i am signed into that user currently. i have heard this could be from using an external hard drive or from using a hard drive from a different computer, but this is the only computer this hard drive has ever been attached to since i bought it and built my pc. i have also tried the method mentioned in this video:

my pc has been doing this for a couple months and i have thought nothing of it, but now its really starting to get on my nerves... i have also tried using programs such as IObit unlocker which only work sometimes.

i will also occasionally get an error that will not let me delete/edit a file because another program is accessing it. i cannot find a program that WOULD be accessing it but thats what it says.
 
Try running this command changing the drive letter that suits you. Open a cmd prompt as admin:

This sounds a bit funky. I'd get a verified and tested disk image backup before going further. What version of Windows are we talking, 7 Pro?
windows 10 pro... also it may be worth noting my dirve im having issues is a raid volume (raid 0) 2x samsung 850 evo 250gb

Odd. Maybe you're on a UEFI/GPT Secure boot, fast boot, etc enabled.

Try restarting but first keep pressed "Shift" key while clicking Restart at the same time.

Then you'll reach Choose an option screen, next:
Troubleshoot > Advanced options > Command prompt > "follow the screens" > Finally you get cmd prompt

Type:
chkdsk C: /f
"ENTER" key

When it finishes type:
C:
ENTER key

type:
shutdown -r
"Wait a few seconds" then the machine restarts.
 
RAID0 on spinny metal you can if not fix probably recover from (for some $$ depending on the issue). RAID0 on SATA SSDs sounds like poor planning - if you need that extra bit of speed, go with something PCIe/NVMe connected.

This is normal for a system volume when you initiate a checkdisk from within the OS. It cannot run because it's mounted (by the OS) and in use...so it schedules it for the next reboot. Completely normal..no..completely expected behavior.

tried again today, actually ran on restart, did its thing... everything else is still the same.

I used to use this trick when some folders/file are impossible to delete normally.

installed, took ownership, same error occurs still.
 
What's handling the RAID? What are you using for AV? Any change in Safe Mode?

I guess I'd be thinking about cloning to a 1TB spinner (or whatever single test drive) and use AHCI/No RAID, if the above questions don't turn up any useful info.

-built in intel raid controller (mobo)
-avast
-havnt been able to sign in during safe mode (incorrect password even after password reset)
-i have cloned to a 1TB HDD
 
If you're logging into a MS account and can't get the internet in Safe Mode (ergo no luck with a MS login), then try changing your MS account to a local account in Settings, Accounts. No pw for testing purposes, then see how safe mode goes. If it's already a local account, then drop the password and try Safe Mode.

Three things in the background that eat at me:

1. Intel RST.

2. Avast.

3. Funky hardware issues, like Seedubya mentioned.
 
okay, so heres the deal.. i use a program called fences to handle my desktop icons and organize them.... when i booted off of the clone fences didnt boot up... and i was able to delete the folder that i had been trying to delete this whole time... so i booted back up on my main drives and uninstalled fences and it worked... i am hoping the fix was this easy (hoping for the best planning for the worst...) will update you guys in a few days on whether this was the issue the whole time or not.
