IE11 There is a problem with website's security certificate

Checked Computer time and date: time and date are correct
Tried installing certificate : installs but same error
Uninstalled IE11-> reinstalled IE11: same error
SFC: no problems
chdsk: no problems
registry: no errors
Outlook 2007 also gives same error?.
Malware/spyware viruses scaned with multiple av and boot av's nothing found.
has chrome and firefox no errors customer has to use IE for work.
any ideas?

Checked that too it is on and running note this happened when windows 10 was downgraded back to 7 again customer did not like windows 10.

Run tweaking.com aio repair tool? Did you do the reset for IE under internet options?
