My customer had a power surge that blew out her TV and messed up
her laptops. One of the laptops she had plugged in, but no issues other than
needing the password removed because she changed it and forgot what it was.

She powered it on for me and it made a long, continuous beep.
The other doesn't boot at all.

I ran the built in memory and hard drive diagnostics and everything passed.
It then resumed Windows and brought me to the login screen.
I restarted and the beep came right back.

Removed the hard drive and booted up. No beeps.

What should I do now?

Here's a video of the beep:

Disconnect the laptop keyboard from the motherboard, reboot and see if there is a difference in tones compared to what you hear when the keyboard is connected.

Bizarre  IT WORKS

Why would the keyboard cause the system to not boot?
Never would have thought to try this.

Do I just need to replace the keyboard?

Yup, keyboard interrupt. Massive I/O. There may be other minor things, but the keyboard is likely the issue. Put a USB keyboard in for now and see how far you get. Once windows loads you may need to allow for time for the O/S to install drivers for the keyboard.
