Free pdf editor

Looking for a free pdf editor for a charity organization if there is such a thing all free stuff i have seen either has watermarks or is very limited any ideas?.
 
But do you really need a true PDF editor? Are they EDITING the actual PDF? Otherwise, basically any office programs free or otherwise can save a document to a PDF...

The PDF editor I use is Word... Word 2016 and newer have the ability to open and modify PDF files directly.
 
How are they editing it?

I use foxit reader for most of my pdf stuff

I had a client today report that he needed to be able to edit PDFs, turns out all he needed was the ability to extract specific pages from the PDF to make a smaller PDF. Construction work, huge book of plans, reducing to the specific sheets that matter for him.

The free solution I came up with was just to print the sheets he wants out of adobe reader to a local PDF printer. It's actually easier to select the sheets he needs and wants than the old way, and we didn't have to buy anything.

I did tell him about Word's new abilities as well, but thus far he hasn't needed them. So, it may be wise to get more details on the specific process required. Edit, is rather vague.
