run program as admin without admin password. Windows 7.

I have a workgroup env, in which in each computer i have ArcGIS installed, i need/want that the users would run the ArcGIS with evaluated privileges, but without the need of me (the admin) to put the Admin password even once.
I know the option that let me run the program with evaluated privligies, but i have to put mine password every time they need to run it, and ofcourse i don't whanna to give them mine password.
Maybe there is a way to that with Group policy, or to create/put those users at a special group?
The setup is:
Windows 7 Enterprise 64bit. (not SP1)
ArcGIS 9.3.1 (although my question should apply to any kind of program).
To the Linux users out there, the question would be simpler to understand:
There is the setuid and setgid bits, i want that ability on windows, how can i do that?
