Dell Optiplex no startup repair option

I have a customer's Dell Optiplex 7020 desktop with Windows 7 Pro x64 in now for non-booting issues.
Basically some error message popped up before he left work the day before, he doesn't remember what, and when he returned this morning and rebooted the system he gets a blank screen after the Starting Windows screen with a popup stating something like logonui.exe bad image, C:\Windows\System32\xmllite.dll is either not designed to run on Windows.....
I tried to get him to get to startup repair and maybe do a system restore, but when he chooses Repair your Computer from the F8 menu it goes directly to Dell's Backup and Recovery menu where the only option is a Factory Restore.
Where did the regular Startup Repair menu go?
(BTW: having no choice, I had him drop off the machine and did the repair via the Win7 DVD, using a system restore point. But I'd still like to know what happened to the Startup Repair menu.)
 
Seems that the branded computer could have the repair menu pointed to the different repair partition and image.
