Dell 1420 Laptop No Power

Hey guys, I have a Dell laptop that will not turn on. No fans, no lights, nothing. I have tried new battery=nothing. I have tried removing RAM, HDD and battery to reseat to no avail. The charger is kinda weird. When I plug charger into wall the green light comes on. But as soon as I plug charger cord into computer the green light on charger goes off.

Does this sound like a motherboard?
