do you guys know of any programs to convert .mp4 to dvd which are free for either Windows or Mac?

A secondary question: Do you really need to?

The last time I purchased a DVD (actually Blu-Ray) player it not only played commercial DVDs, CDs, MP3s, and more but MP4 video format as well. This is likely to be the case with most even vaguely modern optical media players.

it is for a funeral service. She can view it on her phone, but really wants to use it on her old dvd player

Given that she has a DVD player that won't touch MP4, it's really old. And given their track record of sudden failure, even if you accomplish getting a DVD that works on it it's still worth suggesting a new player. They're dirt cheap these days.

I use DVDFlick a lot...

Cheap DVD players on TVs work really well as digital signage platforms. And I do exactly what you're trying to do here. By default it'll author a disk with no menu, automatically jump to the next video, and automatically restart the first video after the last plays.

New $20 player every year or so.

All of the above is a ton less expensive for my retail stores than any actual digital signage platform.
