Laptop locks to the lock screen after 1 minute of inactivity despite having it set to turn the display off after 15 mins of inactivity and set to never sleep.

This was an issue with another client's laptop, too. Ended up creating a new user account to fix an issue with iCloud and it also fixed this issue.

Edit: both are Dell Latitudes.

What can I do to fix this?

Interactive logon: Machine inactivity limit in GPO is not set.

Power mode is set to best performance.

Super annoying. Something is overriding the power settings.

You should be able to see the Shutdown call from (presumably) whichever software is calling for it, in the Win Logs.

Dell Express Sign-in Application / Intel User Awareness Service.

The screen dimmed and I waved my hand around the webcam and it turned undimmed.

Windows Logs > System is loaded with entries from it.

More info here.
