Fall/Winter is our downtime, so I am looking to make a suggestion to the general manager to pay for a course for the marketing coordinator to take for professional development. She currently uses photoshop, but pay for the full suite. She makes web banners, flyers, and brochures.

Alternatively, if anyone knows a good inkscape course instead of illustrator, that might be another option. We might be dropping the fill suite and just go for photoshop. She didn't have any previous training in photoshop, so I think a good photoshop course would round out her skills.

I've found lynda.com to be good for online training, especially for graphics design stuff.

I've never seen this site but just from looking around quickly it looks very helpful. I can also suggest one of the best things for Photoshop/Illustrator is too look for free tutorials through google. While it may not be as structured as a paid class, you can find a tutorial to do almost anything in these programs. The trick is to learn something from the tutorial and then know how to use that specific idea in a way that you want to.

Here is a link to a YouTube channel with many Photoshop tutorials.

You can also check out pluralsight.com The nice thing about these sites is you can browse the courses before paying to make sure they have training in the area you want and then it's only a monthly / yearly fee to watch as many courses as you can cram in. The windows offline player for Pluralsight is a bit wonky though.... Online viewing is fine.

I also use Lynda. It is excellent because each course is thoughtfully structured into topics of short movies with no fluff. You can easily skip areas are you already familiar with. You'll make far better use of your time by using Lynda over random free content on youtube IMHO. For a very reasonable monthly subscription, you have access to all of their content.
