Bad motherboard?

I have a clients computer which will not turn on at all. Here are the things that I have tried. Any other suggestions are appreciated.

Tested their power supply with tester, all is good, but still won't power on
Tested with known good PSU, still will not turn on
Unplugged each cable one by one, still won't turn on
Removed each piece of hardware one by one, still nothing
Removed cmos battery, still nothing
 
The computer is a Compaq Presario SR2039X.

@ Cambridge PC Support, I shorted out the PWR SW and still nothing so the switch is not bad

Check the mem chips, try a known good one, same with the CPU, IF no luck try pulling the board from the case, and trying it on a test station, For some reason I've had better luck checking a pc this way..
 
Ok, wont turn on at all. Does that mean you get ANY kind of movement on the system?. Fans, blinking lights of any kind?. DVD/CD drive movement, HD drive seek powerup, floppy recalibration (seek/settle) ?

Do you see any life on any part of the machine ?
If so provide specific details of what you DO see.

Can you put in a generic PSU and bypass any front panel switches ?.

If there is strapping on the motherboard that you can defeat you might want to order one of these for the future. It will help to determine if switches are bad :
