I have optimized the machine as much as humanly possible it has optane and still takes 2 mins to boot i removed just about everything from startup only critical processes running and all drivers are up to date.
I have also checked RST it is up to date and optane is enabled for 8th gen i5 it should not be this slow did full hard drive diagnostics and deep virus-malware cleaning.
 
Image Windows to a new SSD and see if it's any better. If it is, it's likely related to the drive and/or Windows. Replace both. Drives are so cheap these days and it's so fast to reimage Windows that it's not worth people paying for my time to properly diagnose a problem like this. Just start fresh and see if that solves the problem. If it doesn't then it's either a hardware problem or a problem with configuration. Modern computers are full of weird a$$ hardware configuration problems these days.
 
Just for fun i disabled optane then re-enabled now boot up is like 10 secs i guess when you update RST you need to do this.
After a few reboots it now boots so fast in blink of an eye seems there is an issue with older iRST and optane performance would degrade over time installing latest iRST disabling and then enabling gives a large boost in performance.
