class not registered mmc

ive tried everything I could find on this. windows 10 64bit. such as sfc /scannow (did this ever really fix anything??) cannot open dcomcnfg (class not found) cannot open devmgmt.msc and so on.... i cant run my printer scan software either ive gone through so many suggestions, none...
