No more Ctrl-Alt-Del on login

So I just got the latest windows release and realized the Ctrl Alt del option on login is no longer available.

Anyone know of a way to turn it back on?

When I go looking in the usual spot the option is grayed out.

I know how to turn it on and had it turned on before the last update but now the option to enable it again is grayed out

Pro I was able to turn it back on through security policies.

Just odd when I went through control userpasswords2 from the run command it was grayed out and I could not enable it.
