Default Univerasal laptop AC adapter

What to look for when buying a universal laptop AC adapter?

Also, I have a laptop that won't power on. When plugging in both the AC adapter and the battery, the battery LED turns on (green). However, with the battery only, or with the AC adapter only, no LEDs turn on. Do you think it can be battery (or AC adapter) related?

What model of laptop is it? Some will not turn on with the battery out and psu in. I would go for the battery to start with if it is one of those models. You can measure the output voltage of the psu but with no load. At least it will tell you it is outputting the right voltage to start with. If the battery is low cost you can lose that in the job price. How old is the battery, most clients would understand replacing it on age alone. Just my opinion
