We have something similar (though definitely simplified for our target market) - http://justbytes.com.au/pcbuild/i_series
The javascript that runs the front-end is quite simple. Just takes the value of each dropdown, takes the cost and tallies it up. We also have it integrated into a shopping cart and our own custom ShopManager install, so the back-end is quite a bit more complicated...

cs-cart has a built in configurator although it's not that pretty. Some of the other cart software packages have them as well.

Depending on your server configuration, nopCommerce (nopcommerce.com) has this built in and you can even see how it works on their demo site. It runs on .net 4 and requires sql for the backend, but overall a nice setup and its free. Id take a look and see if it meets your needs.
