Setting the partition active means literally that. You can do it in recovery mode using the diskpart command line tool, or in disk management. It may be a different issue, but I've fixed a blinking cursor issue several times (not always, granted).

Ah right, I've never tried this approach as I've assumed its active as all the KSOD I've had, go to Windows splash, you can hear Windows jingle chime but end up with just a mouse on the black screen

I appologize...I misread the original post. I missed the part about it doing the windows splash. I think I've fixed that issue before, as well, but I don't recall what I did. Don't see it very often.
