Well there are many computers where you can set that in the BIOS and when power comes in the machine will auto boot. Most modern power supplies go into standby and not really off, you control the on/off at the panel switch. But thats only operator intervention and can be eliminated if the motherboard is told to go on as soon as it sees standby.
Not saying all machines do it, but many can be set that way for machines that need to come back to life after a power restore but without somebody hitting a switch.
True I still wanted to give this method a shot one day when I encountered a similar situation. The last time I had anything like cooltech is describing must have been like 2003 or so. I remember it was an FIC mb.
