Default Motherboard NO Power Diagnostics

Can anyone out there direct me as to where I can obtain Motherboard level No power Diagnostics. What I am looking for in particular is as follows:
Motherboard Removed.
Power adapter pluged in to board
Voltage checks on various pins, solder points etc so I can diagnose component failure like transisters, fuses, power converters etc. Please let me know,

No "databanks" I know of. The Getting in Too Deep blog is the best site I have found for component-level MB repair information, and I've looked at quite a few. If you or others know of any, please share. Desktop Review, Dell Hell, Hardware Forums, and Hardware Analysis are other potentially helpful forum/sites. The GSM forum specializes in telephone component-level repair but also has info on laptop BGA repair.
