Default Refurbish Disc Behave Like OEM?

I recently got my hands on a Windows XP Pro "For Refurbished PCs" disc from a bought refurb. My question is: Can I use this disc to reinstall OEM-licensed Windows XP or retail-licence Windows XP? I frequently use OEM discs to reinstall Windows on computers that still have the manufacturer COA attached.

As I recall, the refurb CDs work with retail product keys. I may be remembering incorrectly, but I'm pretty sure that's the ticket.
