Depending on your need. You can use simply set up the hosts file on the computer with approved sites and their corresponding IP addresses, then Disable the DNS by setting it to a bogus IP, and the kids will only be going to approved sites.
Aside from that look at IP Cop and Smooth wall, both are linux versions that function as routers and have some proxy features built in.

Turns out MS has a Family Safe thing that is just in or out of beta iirc,

You can also do the opposite of what tkrabec said if you only need to block certain sites and not the entire internet (eg, myspace).
Your hosts file for XP is located in c:\windows\system32\drivers\etc\hosts
Add the line:
127.0.0.1 myspace.com www.myspace.com
