I currently have a Toshiba Satellite A105-S1013 laptop that is owned by an very old client who still used dial up. Normally I don't even get involved with these kinds of things, but somehow I ended up trying to fix his modem. His wireless and ethernet connections work fine, but for some reason the modem will not pick up any dial tone. I have tried updating the driver and any other troubleshooting that I normally do but I can not figure out what is wrong for the life of me. Any ideas?

Did you perform the modem diagnostics query to make sure it is working correctly? If so try uninstalling and reinstalling driver software.

How is the phone line / wall jack itself?

What version of windows?
What is the make of the modem?.
Do you know how to "talk" to the modem in it's native AT command set, if so what diagnostics have you done?

It has passed the query tests and the phone line is good. I've even tried it on three different phone lines. When I try and connect I get the error message no dial tone found. I feel like I have tried everything and nothing seems to give me any clue as to what the problem is.

I dont know what a "query test" is in this context. When you say "phone line is good" do you mean the phone line seems ok or you test the phone line for voltages or interrogated the modem at the command level for ring detect or some other transition on the line ?
ive found alot of modems in aus need the option "wait for dialtone before dialing" disabled then they work fine. not to sure if it applies to any other locations
To disable wait for dial tone before dialing
Open Phone and Modem Options in Control Panel.
On the Modems tab, click the modem that you want to configure, then click Properties.
On the Modem tab, uncheck the Wait for dial tone before dialing check box.
