Content Management Systems

Does anyone know of any decent (preferably free) content management systems?

I don't want a full blown CMS like joomla, drupal etc I just want something simple so users can update a few pages on an existing website such as news pages, links, add newsletters etc.

Something with a wysiwyg editor and the ability to upload documents would be great.

The web host can support ASP, .NET, PHP and MySQL if that makes any difference.
