For a start, I have no idea if I'm being paranoid but here goes. I currently recieve my internet connetion through our home network, which was set up / is maintained by my older sibling.

I can't help but notice that the internet seems to run faster on HIS computer, than on anyone elses. We apparently have now got an 8000 / 325 ish connection (I hope that makes sense to you guys). We dont have ADSL 2 or anything, but we arn't running on a slow connection.

Its a pretty big difference, I download files through the same program as him, and get top DL speeds of about 60kbps, where he gets about 600kbps.

Is there any chance that he could have some how set up the router to moderate the sharing of the internet, i.e. Given himself a larger share and capped what everyone else is recieving?

It is possible, not sure exactly how to do it. Have you checked your computer to make sure you have a 10/100 Network card in it? Could possibly be your NIC card.
Try this link http://www.speedtest.net/ on your computer and then on his once you verify that you have a 10/100 card and not just a 10. It tests your upload and download speeds. Cool little link.

We have very similar up/download speeds, but I have no idea about the network card.

How do I see if I have a 10/100 instead of just a 10 ? :S

These speed caps can be setup in the routers web-interface.

To access it, try one of these addresses which are usually the default:
http://192.168.0.1
http://192.168.1.1

If they dont work you can also use Softperfect Network Scanner (http://www.technibble.com/repair-tool-of-the-week-softperfect-network-scanner/) to search for it's address.

Try and login to it and look around for a setting thats capping you. Usually under Parental Control or Access Control or something.

What is the make of the router?
This can also be caused by a bad ethernet cable
Or even a bad driver
Spyware/Virus...............

If you do access the router's setup page - you could also look for bandwidth management or look under firewall rules.

Last resort if you want to rule out the router being set in his favour would be to reset it and re-enter the username and password for the connection.

Also,,,,, not to be ruled out is: is this a wireless router??? maybe a neighbour is stealing bandwidth?? Is the wireless secure?
