When u plug up the hard drive to the power supply they usually make a spinning sound.

If they dont make that sound does it mean theyre messed up...is there anyway to get the data out?

If the hard drive doesn't spin up, then usually something on the PCB is fried. Without the drive spinning, then no there is no way to get the data off. You can try swapping the PCB with one taken from an identical make/model of drive or look into sending it off to a data recovery specialist.

If you're trying to connect the drive up via USB, then some drives don't power up until the USB cable is plugged in (I've seen this a few times mainly on laptop and external hard drives).
