Controlling PC by sms

Hi,my brother is doing B.E information Technology Final year,and so this is the final year,he has to complete his project.He told me that his project is controlling PC by passing SMS and asked me is it possible by using GSM modem???I just wanted to know is it possible to controll PC by passing SMS like (shutdown,surfing,rebooting,locking etc)..Pls tell me whether it is possible and from where to start...:(
