I have tried every trick in the book and for naught.
i have used 4 different browsers installed a new NIC and tweaked its brains out but no matter what the browser refuses to load websites, giving an error unless you repeatedly click on the link at which point it begrudgingly loads.
the client tells me that a tech tried to format and the issue didnt go away.
a laptop connected to the network (wireless) can surf just fine.
downloading speed on both pcs is fine.
i have switched out the cable modem and wireless router as well as the cables and still no difference.
any ideas would be appreciated

Did you check for phishing filters, popup blockers, antivirus watchdog programs, etc?. You would be suprised how many programs will try to be "helpful" by adding some layer of protection to browsing.
Also check on flow control for the nic, that can kill viewing videos or anything with long data transfers.
Since the tech formatted the drive (wow, what a waste) I got a feeling it's the driver for the nic, but that's without knowing more about the machine and all the network stuff.

You say a tech 'tried' to format? Either he formatted or he didnt. And if the PC has malware or similar on it he best have done a 'full' format - a 'quick' format could be a waste of time..

i have run all security measures including heavy scanning for viruses/malware/ rouge programs.
i have also defraged the hard drive.
like i said, i tweaked its brains out

Exactly.
Assuming that you've done all you say then the problem has to be the individual PC. Try booting to an Ubuntu live CD or similar to check connectivity without windows. If that's OK then windows is the problem if it's not then it's a hardware problem. I'd assume that the previous tech messed up something and that you'll need to do a complete format a re-install to be safe.

It should do but it seems kind of counter productive. Would it not be better just to burn the ISO and boot from it?

I've fixed issues like this before by simply changing DNS Servers. Here in the US I use 4.2.2.2 and 4.2.2.1. May work, may not, but it definitely doesn't take long to test it.

the penny pinchers down in accounting will be on my case for wasting a cd.
