You can design it but you don't know anything about the back-end? Odd, but ok.

First choose a domain name that is available.
You need to have somebody to host it. 1and1.com, godaddy.com, or just google "web hosting". They will help you get the domain.
Create the website.
Test and retest your design.
Upload it to your web-host via FTP.
Viola! You have a website.

I probably over simplified it but I hope you get the picture.

I'm also confused by this... But yeah in as little words as possible TimeCode said everything you need to know.

Alot of hosts have domain names and hosting services together, so you would just find one that others recommend and signup with them. I provide hosting for alot of my clients and a few remote users on my website if you want to check it out.

If you don't already know when you buy a domain and hosting, it also includes email and database support. When using a free webhost you have to use their domain name ie freehostdomain.com/yajfa and also on top of that you your code gets a ton of advertising. So for how little it costs its not worth going free.

Don't forget most hosting company's offer free site building software, which is pre exisiting templates for you to fill in. Alternatively, you can use NVU this is a free html editor to create the site, its a "What you see is what you get", editor.

If your friend looking to collect names and sell to them often? If so, you will have to get an autorespodner, this lets people opt in to his email campaigns, so you can send them emails. Otherwise, it's classed as spam (we all hate that!) and could be expensive!
