Global IP, more often called public IP, is your ip address assigned by your internet provider.
In contrast to a local (or lan) IP, the global IP is how computers on the internet communicate with your computer, whereas your lan ip is just the address for your computer that only other computers on the same lan (in the same building, or on a vpn) use to communicate.
Lan IP addresses typically use reserved addresses so that they don't conflict wtih a public IP. An example of a LAN ip is 10.x.x.x or 192.168.x.x, though that's not an all inclusive list...there's some kind of 172.x.x.x's too, but I can never remember the ranges on those.
Global/Public IPs use the rest of the available IP addresses from 1.1.1.1 on up to 255.255.255.255 (though there are, again, reserved numbers...and your IP will depend on the class of network you're connected to. Wikipedia can give a lot more information on this.)

To use an analogy: In an office, you have a phone number that people outside use to call the office, that's the public/global IP. Inside the office, there are extensions that you can use to call someone at another desk, that's the lan/local ip.

Hopefully that made some sense to you....Unless you're talking about some other kind of IP... :D
