Ipspiron 1200 Won't Shut Down

Here is what I have done..

Scanned with 4 virus scanners, System is clean
Scanned With Spybot, Adaware, SuperAntiSpyware, Hijack This...All clean...
Uninstaled/Reinstalled Drivers for Video, Network, Sound, to dee if a Driver is hanging

Did a repair install of XP, Boot up and System is a lot faster but still hangs on shutdown....

Also, Windows Defender will not download updates, Windows Update will not work, giving errors.

Anyone have any suggestions other than reormat and reinstall completely?

How does it not shut down? when you press the Windows shutdown button nothing happens? or you actually leave Windows, and it restarts itself?

I would look in MSConfig and untick all the programs in the startup, then try and restart (you'll have to restart the computer fully twice to test). If it shuts down as it should, bring a few programs back in at a time until you find the culprit.
